How do you adjust the desktop background picture to clear image?

how do you adjust the desktop background picture from blury to clear? my screen is 1024 x 768, and the pictures I find on the web, when i make it my background picture, its always burly (hard to see)How do you adjust the desktop background picture to clear image?
It could be because the picture was not the proper ratio, or it was smaller that 1024 x 768 to begin with. If you are going to make a picture your background, it is definitely a good idea to make sure that the picture will fit in well. How do you adjust the desktop background picture to clear image?
Okay.. You might want to just turn it into a center piece cause once it's in a size and you try to make it bigger it'll look all pixely and dumb. Cause the pictures are too small for the screen.
Color and size is what matters.

If your screen resolution is 1024x786 to have a perfectly clear, non-stretched, non-compressed image that is what the image size must be.

You can also put the settings for the image to ';Tile'; which will show you more then one of the picture, but at least they are clear.
